What does “Criminal conduct allegation” mean in Arizona criminal law?

"Criminal conduct allegation" means an allegation of conduct by a parent, guardian or custodian of a child or an adult member of the victim's household that, if true, would constitute any of the following: (a) A violation of section 13-3623 involving child abuse. (A.R.S. § 8-201)
