What does “Cruel neglect” mean in Arizona criminal law?
"Cruel neglect" means to fail to provide an animal with necessary food, water or shelter or to fail to provide a domestic animal with any of the following: (a) Except for a dog that primarily resides outdoors, access to shelter that is necessary and adequate. (A.R.S. § 13-2910)
