What does “Drug dependent person” mean in Arizona criminal law?

"Drug dependent person" means a person who is using a substance that is listed in paragraph 6, 19, 20, 21 or 28 of this section and who is in a state of psychological or physical dependence, or both, arising from the use of that substance. 12. (A.R.S. § 13-3401)
