What does “Retailer” mean in Arizona criminal law?

"Retailer" means either: (a) A person other than a practitioner who sells any precursor chemical or regulated chemical to another person for purposes of consumption and not resale, whether or not the person possesses a permit issued pursuant to title 32, chapter 18. (A.R.S. § 13-3401)
