What does “Scanning device” mean in Arizona criminal law?

"Scanning device" means a scanner, reader or other electronic device that is used to access, read, scan, obtain, memorize, transmit or store, temporarily or permanently, information that is encoded on a magnetic strip or stripe of a credit card. (A.R.S. § 13-2101)
