A. When the governor of this state, in the exercise of the authority conferred by law, demands from the executive authority of any other state or foreign country the surrender to the authorities of this state of a fugitive from justice, the accounts of the persons employed by him for that purpose shall be paid by the state upon presentation to the department of administration or the county in which the offense was committed upon presentation of the account to the board of supervisors. If the state or the board of supervisors neglects to pay the claim within thirty days after its presentation, the superior court may, upon petition filed in such court, order the payment of the claim. B. No compensation, fee or reward shall be paid to or received by a public officer of this state, or other person, for a service rendered in procuring from the governor the demand, the surrender of the fugitive, conveying the fugitive to this state, or detaining him therein, except as provided in this section, and any person receiving or accepting such compensation, fee or reward in violation of the provisions of this section is guilty of a class 2 misdemeanor.
