A. A person shall not rent or lease a motor vehicle to another person unless either: 1. The other person is licensed to operate the vehicle under this chapter. 2. If the other person is a nonresident, the other person is licensed under the laws of the state or country of the other person's residence or the state or country of the nonresident does not require a driver to be licensed. B. A person shall not rent or lease a motor vehicle to another person until the person inspects the driver license of the other person and compares and verifies the signature on the license with the signature of the other person that is written in the person's presence. C. A person who rents or leases a motor vehicle to another person shall keep a record of the registration number of the rented or leased motor vehicle, the name and address of the other person, the number of the license of the other person and the date and place the license was issued. The person who rents or leases a motor vehicle shall allow a police officer or employee of the department to inspect the record. D. A person shall not rent or lease a motorcycle or motor driven cycle to a person unless the operator is equipped with protective headgear and face gear as required in section 28-964.
