What does “Customs broker” mean in California criminal law?

“Customs broker” means a person in this state who is authorized to act as a broker for any of the following: (a) A person in this state who is licensed to sell, distribute, or otherwise possess any controlled substance. (Cal. Health & Safety Code § 11008)
