“Valid state or federal serial number or mark of identification” means either of the following: (a) A serial number that has been imprinted by a federal licensee authorized to serialize firearms in accordance with federal law, or that has been assigned to a firearm pursuant to Chapter 53 of Title 26 of the United States Code and the regulations issued pursuant thereto. (b) A serial number or mark of identification issued by the California Department of Justice pursuant to Section 23910 or 29180.
