(a) Notwithstanding any other law, an officer, employee, operator, lessee, or licensee of the 31st District Agricultural Association, as defined in Section 3102 of the Food and Agricultural Code, shall not contract for, authorize, or allow the sale of any firearm, firearm precursor part, or ammunition on the property or in the buildings that comprise the Ventura County Fair and Event Center, in the County of Ventura, the City of Ventura, or any successor or additional property owned, leased, or otherwise occupied or operated by the district. (b) This section does not apply to any of the following: (1) A gun buyback event held by a law enforcement agency. (2) The sale of a firearm by a public administrator, public conservator, or public guardian within the course of their duties. (3) The sale of a firearm, firearm precursor part, or ammunition on state property that occurs pursuant to a contract that was entered into before January 1, 2023. (4) The purchase of ammunition on state property by a law enforcement agency in the course of its regular duties.
