What does “Compensated surety” mean in Colorado criminal law?

"Compensated surety" means any person who is in the business of writing appearance bonds and who is subject to regulation by the division of insurance in the department of regulatory agencies, including bonding agents and bail insurance companies. (C.R.S. § 16-4-114)
