What does “Tribal court” mean in Colorado criminal law?

"Tribal court" means any court or other federally or tribally established tribunal of a federally recognized Tribe duly established pursuant to federal law or Tribal law, including the Courts of Indian Offenses, Ute Mountain Ute agency, organized pursuant to 25 CFR 11. (C.R.S. § 16-3-701)
