(1) The following persons may visit at their pleasure between the hours of 6 a.m. and 11 p.m. all facilities housing juveniles which are operated or overseen by the department or a county:(a) The Governor.(b) A Cabinet member.(c) A member of the Legislature.(d) A judge of a state court.(e) A state attorney.(f) A public defender.(g) A person authorized by the secretary of the department. (2) A person specified in subsection (1) may visit a facility subject to this section before 6 a.m. or after 11 p.m. pursuant to rules adopted by the department. (3) The department may not unreasonably withhold permission to visit a facility subject to this section from a person who gives sufficient evidence that he or she is a bona fide reporter or writer. (4) The department shall adopt rules to implement this section.
