What does “Proactive notification” mean in Iowa criminal law?

“Proactive notification” means a notification by the board, generated based on factors determined by the board and issued to a specific prescribing practitioner or pharmacist, indicating that a patient may be practitioner shopping or pharmacy shopping or at risk of abusing or misusing a controlled substance. 4. “Program” means the information program for drug prescribing and dispensing.
