(a) In a complaint, information, indictment, or other action or proceeding brought for the enforcement of this chapter, the state is not required to negate an exception, excuse, proviso, or exemption contained in this chapter. (b) The defendant has the burden of proving the exception, excuse, proviso, or exemption.
