What does “Delivery system” mean in Utah criminal law?

"Delivery system" means: (2)(a) an apparatus, equipment, device, or means of delivery specifically designed to deliver or disseminate a biological agent, toxin, or vector; or (2)(b) a vector. (Utah Code Ann. § 76-15-301)
