What does “Electronic serial number” mean in Utah criminal law?

"Electronic serial number" means the unique number that: (4)(a) was programmed into a cellular telephone by its manufacturer; (4)(b) is transmitted by the cellular telephone; and (4)(c) is used by cellular telephone providers to validate radio transmissions to the system as having been made by an authorized device. (Utah Code Ann. § 76-6-409.5)
