What does “Nonpublic victim or witness data” mean in Utah criminal law?

"Nonpublic victim or witness data" means electronic data or information: (1)(d)(i)(A) provided by or obtained from a victim or witness; (1)(d)(i)(B) that is not electronic evidence; (1)(d)(i)(C) that is otherwise not available to the public; and (1)(d)(i)(D) for which a reasonable person would believe that the victim or witness has a reasonable expectation of privacy. (Utah Code Ann. § 77-4-202)
