What does “Restricted person” mean in Utah criminal law?

"Restricted person" means an individual who is restricted from purchasing, transferring, using, or otherwise possessing a firearm under Section 76-11-302 or 76-11-303 or federal law. (Utah Code Ann. § 76-11-309)
