What does “Scanning device” mean in Utah criminal law?

"Scanning device" means a scanner, reader, or any other electronic device used to access, read, scan, obtain, memorize, or store, temporarily or permanently, information encoded on the magnetic strip or stripe of a financial transaction card. (Utah Code Ann. § 76-6-506.7)
