(1) In any division hearing authorized under this chapter or Title 41, Chapter 6a, Part 5, Driving Under the Influence and Reckless Driving, the division may permit a party or witness to attend or to testify by telephone or live audiovisual means. (2) Notwithstanding Subsections 41-6a-521(2), 53-3-223(6), 53-3-231(6)(b), and 53-3-518(9)(a), if all parties and witnesses have requested to attend or testify by telephone or live audiovisual means, the division may hold the hearing in a county designated by the division.
