What does “Converted electric vehicle” mean in Virginia criminal law?

"Converted electric vehicle" means any motor vehicle, other than a motorcycle or autocycle, that has been modified subsequent to its manufacture to replace an internal combustion engine with an electric propulsion system. (Va. Code Ann. § 46.2-100)
