What does “Executive finance committee” mean in Virginia criminal law?

"Executive finance committee" means the advisory subcommittee of the Commission, composed of the Executive Director and such members as the Commission may designate, that is authorized to take action on behalf of the Commission for a period not to exceed 90 days in matters of program certification, suspension, or related fiscal oversight. (Va. Code Ann. § 18.2-273.1)
