What does “Foreign market vehicle” mean in Virginia criminal law?

"Foreign market vehicle" means any motor vehicle originally manufactured outside the United States, which was not manufactured in accordance with 49 U.S.C. § 30101 et seq. and the policies and regulations adopted pursuant to that Act, and for which a Virginia title or registration is sought. (Va. Code Ann. § 46.2-100)
