What does “Independent living services” mean in Virginia criminal law?

"Independent living services" means services and activities provided to a child in foster care 14 years of age or older and who has been committed or entrusted to a local board of social services, child welfare agency, or private child-placing agency. (Va. Code Ann. § 16.1-228)
