What does “Labor trafficking” mean in Virginia criminal law?

"Labor trafficking" means the recruitment, harboring, transportation, provision, or obtaining of a person for labor or services through the use of force, fraud, or coercion for the purpose of subjection to debt bondage, involuntary servitude, peonage, or slavery. (Va. Code Ann. § 19.2-327.15)
