What does “Qualified entity” mean in Virginia criminal law?

"Qualified entity" means a business or organization that provides care to children or the elderly or disabled, whether governmental, private, for profit, nonprofit, or voluntary, except organizations exempt pursuant to subdivision A 7 of § 22.1-289.030 . (Va. Code Ann. § 19.2-392.02)
