What does “Special construction and forestry equipment” mean in Virginia criminal law?
"Special construction and forestry equipment" means any vehicle which is designed primarily for highway construction, highway maintenance, earth moving, timber harvesting or other construction or forestry work and which is not designed for the transportation of persons or property on a public highway. (Va. Code Ann. § 46.2-100)
