In Virginia criminal law, “Value” is a term defined by statute rather than by its everyday meaning. Its statutory definition — quoted verbatim below — controls how the term is applied throughout the Virginia criminal code.
What does “Value” mean in Virginia criminal law?
"Value" means the greatest amount of economic loss the card issuer, gift card seller, or cardholder might reasonably suffer, including the full or maximum monetary face or load value of the gift card, regardless of whether or not the gift card has been activated. (Va. Code Ann. § 18.2-191)
