It shall be lawful for a person to manufacture, and for a practitioner to administer, Schedule I drugs if: 1. The manufacturer and practitioner are expressly authorized to engage in such activities by the Attorney General of the United States, or pursuant to the federal Food, Drug and Cosmetic Act; 2. The manufacturer or dispenser is registered under all appropriate provisions of this chapter; 3. Any Schedule I drug so manufactured is sold or furnished on an official written order to a practitioner or other authorized person only; and 4. The manufacturer and practitioner comply with all other requirements of this chapter.
