What does “Telecommunication service” mean in Washington criminal law?

"Telecommunication service" includes any service other than subscription television service provided for a charge or compensation to facilitate the transmission, transfer, or reception of a telephonic communication or an electronic communication; (21) Value. (RCW 9A.56.010)
