“Assistive animal” means a simian or other animal specially trained or in the process of being trained to assist a person with a disability. 3. a. “Circus” means a person who is all of the following: (1) The holder of a class “C” license issued by the United States department of agriculture as provided in 9 C.F.R. pt. 2, subpt. (Iowa Code § 717F.1)
