What does “Owner” mean in Iowa criminal law?
“Owner” means the registered titleholder of a motor vehicle; except in the case where a rental or leasing agency is the registered titleholder, in which case the lessee of the vehicle shall be treated as the owner of the vehicle for purposes of this section. 2. a. (Iowa Code § 321J.4B)
