What does “Health care professional” mean in Utah criminal law?

"Health care professional" means: (1)(e)(i) a licensed physician, physician assistant, nurse practitioner, or mental health therapist; or (1)(e)(ii) any other licensed health care professional the division designates by rule made in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act. (Utah Code Ann. § 53-3-207)
