What does “Retail distributor” mean in Utah criminal law?

"Retail distributor" means a grocery store, general merchandise store, drug store, online retailer, or other entity or person whose activities as a distributor are limited almost exclusively to sales for personal use: (9)(a) in both number of sales and volume of sales; and (9)(b) either by direct in-store sales or by online sales fulfilled by delivery in-person or curbside pickup.
