What does “Alternative nicotine product” mean in Utah criminal law?

"Alternative nicotine product" means a product, other than a cigarette, a counterfeit cigarette, an electronic cigarette product, a nontherapeutic nicotine product, or a tobacco product, that: (1)(a)(i) contains nicotine; (1)(a)(ii) is intended for human consumption; (1)(a)(iii) is not purchased with a prescription from a licensed physician; and (1)(a)(iv) is not approved by the United States Food and Drug Administration as nicotine replacement therapy. (Utah Code Ann. § 76-9-1101)
